Tax Forms System Administration Settings
Permissions for users of the tax forms functionality are set on your functionality groups.
To set up functionality groups
1. Select Defaults > System Administration > Functionality Groups > (Your Functionality Group).
2. In the menu on the left side of the Functionality Group screen, click the following menu options and then select the following check boxes for each option:

Tax Forms->Allow Duplicating of Tax Forms |
3. Click Save & Stay to save your changes and stay on the same screen or Save & Back to save and return to the previous screen.
